In order to prevent crimes and maintain public order, Shimla District Magistrate Anupam Kashyap has issued fresh administrative orders making registration mandatory for migrant workers, street vendors, hawkers, and other temporary workers residing in the district.
Under the newly issued directives, employers, contractors, traders, and business owners will not be allowed to hire migrant labourers for informal jobs, services, or contract work unless the workers submit their personal details along with passport-size photographs at the concerned police station to the Station House Officer (SHO).
The order further states that any person visiting Shimla district for self-employment, informal trade, services, or job searches must inform the local police station before starting any work activity.
Issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the directions require entrepreneurs, contractors, farmers, landlords, and business operators to ensure registration of all external workers by submitting complete details, including photographs, at the nearest police station.
The administration has also instructed residents to verify tenant identities before renting out properties to outsiders. Additionally, antecedent verification—a background and character check conducted through the individual’s native police station—will be mandatory to confirm credibility and past records.
Officials clarified that no migrant worker will be allowed to seek employment within the district without proper police registration. Violations of these orders may lead to legal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS) against workers, employers, or landlords concerned.
The District Magistrate stated that a large number of migrant labourers and vendors from other states reside temporarily in Shimla, often making investigations difficult during criminal incidents. Mandatory registration aims to improve security monitoring and law enforcement efficiency.
These orders will remain in force until May 31, 2026.
Ban on Public Gatherings at 10 Locations in Shimla
In a separate order issued under Section 6 of the Punjab State Security Act, 1953, the District Magistrate has imposed restrictions on public meetings, protests, rallies, demonstrations, slogan shouting, and carrying objects that could be used as weapons at ten identified locations across Shimla city.
The restricted zones include areas between Chhota Shimla and The Ridge, Kennedy House surroundings, Scandal Point to Kali Bari Temple, Cart Road stretches, AG Office area, Chaura Maidan, Lower Bazaar approach roads, and several connecting routes.
Police, paramilitary, and military personnel performing official duties are exempted from these restrictions.
Authorities stated that prior permission from the competent authority will be mandatory for organizing any public event in these areas. The order has been implemented with immediate effect and will also remain valid until May 31, 2026, with violations punishable under law.
