Centre Allows Choice in Smart Meter Billing, Ends Mandatory Prepaid Rule

Smart Meter Rule Changed: Prepaid No Longer Mandatory

New Delhi: In a major relief for electricity consumers, the Central Government has announced that installing prepaid smart meters will no longer be mandatory, giving users the freedom to choose their preferred billing system.

As per new rules implemented by the Central Electricity Authority from April 1, 2026, consumers can now decide whether they want to opt for prepaid billing or continue with the traditional postpaid system.

While the installation of smart meters will still be compulsory, the billing mode will depend entirely on the consumer’s choice. Users can either recharge electricity in advance, similar to mobile prepaid services, or pay their bills at the end of the month under the postpaid system.

If a consumer opts for the postpaid option, the smart meter will function like a traditional meter, generating a monthly bill based on electricity consumption. However, delays in bill payments may attract compound interest on the outstanding amount.

Smart meters are designed to improve transparency and efficiency. Through mobile apps provided by electricity departments, consumers can track their real-time power usage. Additional benefits include online recharge discounts and easy integration with solar panel systems.

Addressing concerns among consumers about higher electricity bills, officials clarified that tariffs are not determined by the meter itself but are set by State Electricity Regulatory Commissions. Smart meters ensure accurate readings, helping eliminate errors in billing.

The move is expected to boost consumer confidence and make electricity usage more transparent and user-friendly across the country.
