Amritsar e-Challan Service Starts for Cleanliness Rules

Amritsar (Dawarka Nath Rana): In a major step toward strengthening urban governance and ensuring strict compliance with cleanliness regulations, the Municipal Corporation Amritsar (MCA) has launched the Amritsar e-Challan Service under the Punjab Government’s mSeva portal.

This digital initiative, introduced under the guidance of Commissioner Bikramjit Singh Shergill, aims to make enforcement more efficient, transparent, and citizen-friendly. The Amritsar e-Challan Service is expected to significantly improve how sanitation-related violations are monitored and penalized across the city.

Highlighting the importance of cleanliness and accountability, the Commissioner directed all concerned departments to adopt digital systems to curb environmental and sanitation violations. With the implementation of the Amritsar e-Challan Service, the traditional manual challan system will be replaced by a faster and more reliable digital mechanism.

Under this system, sanitary inspectors from the health department will be empowered to issue on-the-spot e-challans for various violations. These include garbage dumping in public places, improper disposal of construction and demolition (C&D) waste, use of single-use plastic (SUP), and burning of waste. The Amritsar e-Challan Service ensures that offenders are penalized instantly, promoting better compliance with cleanliness norms.

The e-challan module has been implemented by the MCA IT Cell and developed by PMIDC, ensuring a streamlined and accountable process. Officials believe that the Amritsar e-Challan Service will eliminate loopholes in the manual system and significantly enhance transparency in enforcement.

Marking the launch, the first e-challan was issued in the East Zone by CSI Vijay Gill and SI Amrik Singh in a case of garbage dumping. This milestone demonstrates how the Amritsar e-Challan Service is already being actively used on the ground.

One of the biggest advantages of this system is the convenience it offers to citizens. With the Amritsar e-Challan Service, violators can pay fines instantly without visiting municipal offices. Once a challan is issued, an SMS notification is sent to the offender with a link to the mSeva portal. Using their mobile number, citizens can easily complete the payment online.

Commissioner Shergill reiterated that strict action will continue against those violating sanitation rules. He emphasized that technological initiatives like the Amritsar e-Challan Service are crucial for building a cleaner, more sustainable, and well-managed Amritsar.

He also instructed officials to ensure effective implementation of the system across all zones and to increase public awareness about the new digital service. The administration believes that widespread adoption of the Amritsar e-Challan Service will play a key role in maintaining the city’s cleanliness and dignity.

Several officials were present during the launch, including Medical Officer of Health Dr. Kiran Kumar, IT Manager Sunny Gupta, System Analyst Harmeet Singh, CSO J.P. Babbar, CSI Vijay Gill, Sarabjit Singh, Anil Dogra, MIS Vishal Handa, SI Amrik Singh, and Sanjeev Arora.

The Municipal Corporation Amritsar has appealed to all citizens to follow cleanliness rules and actively contribute to maintaining the sanctity and hygiene of the holy city. With the introduction of the Amritsar e-Challan Service, authorities are confident that civic discipline will improve and violations will significantly decrease.
