The Himachal Pradesh government has announced an ambitious and forward-looking initiative, ‘Mission 32 Percent,’ in the Budget 2026–27, aiming to significantly increase the state’s forest cover. Under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, the mission targets raising forest cover from the current 29.50 percent to 32 percent by the year 2030.
The initiative is being seen as a major step toward transforming Himachal Pradesh into a “Green Himalayan State.” Beyond numerical targets, the mission forms part of a broader strategy to tackle climate change, maintain ecological balance, promote biodiversity, and ensure sustainable development across the state.
Over the past three years, the state government has introduced several innovative programs focused on forest expansion, conservation, and community participation. One of the key initiatives is the Chief Minister Forest Expansion Scheme, aimed at converting barren and unused hills into green landscapes. During the first year alone, plantation activities were carried out on nearly 600 hectares of barren land. Notably, around 60 percent of the planted saplings belong to fruit-bearing species, creating future income opportunities for local communities while supporting environmental conservation.
Another significant initiative, the Rajiv Gandhi Forest Conservation Scheme, focuses on revitalizing forest areas through large-scale plantation drives. The government has introduced special financial provisions to ensure proper maintenance and survival of plants. Individuals and institutions are being provided financial assistance of ₹1.20 lakh per hectare to support plantation and conservation efforts. The scheme is being implemented through self-help groups, women’s organizations, and youth participation, generating employment opportunities and strengthening the rural economy.
To turn green development into a mass movement, the government has also launched the Green Adoption Scheme. Under this program, private enterprises, companies, and non-governmental organizations can adopt barren forest land and undertake plantation and conservation activities. The initiative encourages corporate social responsibility (CSR) participation while reducing dependence on government resources and accelerating large-scale environmental projects.
The combined impact of these initiatives is pushing the state toward the vision of a “Green Himachal.” Increasing forest cover is expected to enhance biodiversity conservation, protect water resources, and mitigate the adverse effects of climate change.
By prioritizing ‘Mission 32 Percent’ in Budget 2026–27, the Himachal Pradesh government has reaffirmed its commitment to balancing development with environmental protection. The initiative aims not only to address present environmental challenges but also to build a clean, safe, and sustainable future for coming generations.
