Dharmshala (Kameshwar Sharma): The Dharamshala municipal corruption allegations have triggered a major political controversy in Himachal Pradesh, as BJP leader and former minister Bikram Thakur launched a sharp attack on the Congress-led Municipal Corporation. He accused the civic body of corruption, tender manipulation, financial irregularities, water crisis mismanagement, and failure in basic urban development.

Bikram Thakur alleged a major financial scam involving the leasing of municipal property. He claimed that Congress leader and councillor Devendra Singh Jaggi faces legal action in connection with irregular leasing practices.
According to him, the Municipal Corporation suffered a loss of more than ₹1.4 crore. He stated that the civic body received only ₹18.39 lakh as official rent, while sub-leasing generated nearly ₹1.61 crore in revenue.

Thakur further highlighted the long delay in the Dharamshala bus stand project. He said that despite repeated announcements, foundation ceremonies, and promises, the project remains incomplete.
He blamed land disputes, pending approvals, and administrative inefficiency for the delay. Therefore, residents continue to face inconvenience due to lack of proper transport infrastructure.
In addition, he said that repeated delays show poor planning and weak execution by the civic administration.

One of the strongest allegations made by the BJP leader involves the so-called “tender mafia” in Dharamshala. He claimed that only 5 to 7 contractors control nearly 80% of municipal development works.

Furthermore, he said that the administration failed to restore stable water supply even after months of disruption, exposing weak disaster preparedness and poor crisis management.
Monsoon Damage and Infrastructure Collapse
He also highlighted the severe impact of the 2025 monsoon on Dharamshala. Areas like Khaniyara, Indrunag, Heeru, and Slate Godown witnessed landslides, road damage, and pipeline destruction.
Consequently, daily life was disrupted, bus services were affected, and several homes experienced flooding. Public infrastructure also suffered heavy financial losses.
However, according to him, the government failed to implement any strong preventive measures before the monsoon season.
Road Safety and Landslide Risks
Thakur criticized the condition of the Dharamshala–McLeodganj road, calling it a symbol of government failure. He said that despite identifying more than 25 active landslide-prone zones, the administration did not take long-term corrective action.
Therefore, road safety remains a major concern for both residents and tourists. In addition, frequent disruptions continue to affect connectivity in the region.
Governance Paralysis in Municipal Corporation
He further claimed that democratic functioning inside the Municipal Corporation has almost collapsed. According to him, council meetings have not been held for nearly two years.
As a result, development projects, public grievances, and civic decisions remain pending. He said this reflects a complete breakdown of local governance.
Moreover, he accused the administration of taking control of the historic Dhumu Shah fair without consulting local stakeholders, which created public resentment.
