New Delhi (Kameshwar Sharma): Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu met Union Minister Manohar Lal Khattar in New Delhi and raised several important issues related to energy, infrastructure and urban development. During the meeting, Sukhu Seeks Higher Power Royalty from central hydropower projects operating in the state. He also pressed for the release of long-pending energy dues.
Sukhu Seeks Higher Power Royalty From Hydropower Projects
First, the Chief Minister requested the Centre to increase Himachal Pradesh’s share of free power royalty from central public sector hydropower projects. He pointed out that several projects have already completed their initial 12-year operational period.
Furthermore, Sukhu urged the Centre to raise the state’s free power share in the 180 MW Baira-Siul Hydroelectric Project. He proposed increasing the share to 50 percent because the project has completed 44 years of operation.
Chief Minister Raises BBMB Energy Dues Issue
In addition, Sukhu Seeks Higher Power Royalty while strongly raising the issue of pending energy dues from Bhakra Beas Management Board (BBMB) projects.
He said the people of Himachal Pradesh made significant sacrifices during the construction of these projects. Thousands of residents lost their homes and faced displacement. Moreover, the state suffered environmental impacts. Many Pong Dam displaced families still await complete rehabilitation.
Therefore, Sukhu asked Punjab and Haryana to provide consent for releasing 13,066 million units of pending energy dues up to October 31, 2011, along with 6 percent interest.
Energy Dues May Reach ₹7,784 Crore
The Chief Minister stated that the dues could reach approximately ₹7,784 crore if authorities settle them in monetary terms.
Additionally, the amount includes compound interest calculated at 6 percent. He stressed that the state deserves fair compensation for its contribution to these major projects.
Sukhu Reiterates State’s Claim on Shanan Project
Meanwhile, Sukhu also discussed the historical background of the Shanan Hydropower Project.
He strongly presented Himachal Pradesh’s legal position and reiterated the state’s claim over the project. He urged the Centre to consider the matter seriously and support the state’s legitimate rights.
Financial Assistance Sought for Urban Development
Apart from energy concerns, the Chief Minister requested financial assistance for the proposed Aerocity and Him Chandigarh projects in Kangra district.
These projects aim to encourage planned urban growth, attract investment and boost tourism. As a result, they could create new economic opportunities for local residents.
Moreover, Sukhu informed the Union Minister that the state has proposed projects worth ₹1,179 crore under the Urban Challenge Fund. These projects cover 24 urban local bodies. Out of this amount, the state has already submitted projects worth ₹660 crore to the Centre in the first phase.
Funds Requested for Clean Cities and AMRUT Schemes
The Chief Minister also requested the release of ₹12.33 crore under the Clean Hilly and Himalayan Cities Initiative.
The funding will help authorities improve sanitation and strengthen waste management systems. Similarly, he sought the release of the remaining ₹64.45 crore for previously approved AMRUT projects.
In addition, Sukhu requested approval for 43 projects proposed under the AMRUT Mitra initiative. These projects cover 14 urban local bodies across the state.
Push for QR-Based Digital Door Plate System
The Chief Minister also highlighted the state’s QR-based digital door plate initiative.
The project aims to provide a unique identity to every property in urban local bodies. Consequently, it will improve urban governance and service delivery.
To ensure successful implementation, Sukhu requested ₹18 crore in financial support over the next five years.
