Reckong Peo (Kameshwar Sharma): Revenue, Horticulture, Tribal Development, and Public Grievance Redressal Minister Jagat Singh Negi administered the oath of office to newly elected Panchayat Pradhans and Up-Pradhans of tribal district Kinnaur at Bachat Bhawan in Reckong Peo. During his address, Jagat Singh Negi shared his experiences from his tenure as former Chairman of the Pooh Panchayat Samiti. He highlighted the significance of the 73rd Constitutional Amendment Act of 1993, which strengthened the Gram Swaraj system across India.
According to Negi, former Prime Minister Rajiv Gandhi played a vital role in empowering local governance through this constitutional reform. The amendment transferred greater powers to elected Panchayat representatives and promoted decentralization. As a result, rural democracy gained strength and became a powerful model for social and economic development.
He further explained that Gram Sabhas have helped improve rural infrastructure and development planning. Consequently, villages have received greater participation in decision-making processes. The minister said that the vision of Gram Swaraj has gradually transformed into reality through active public involvement and stronger local institutions.

Negi also highlighted the importance of reservation provisions introduced under the 73rd Constitutional Amendment. He noted that Scheduled Castes, Scheduled Tribes, and women received greater representation in local governance because of these reforms.
