HP Jal Shakti Reviews PMKSY Progress in Delhi Meet

New Delhi (Kameshwar Sharma): Secretary, Jal Shakti Department Dr. Abhishek Jain recently participated in a high-level review meeting on the progress of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), chaired by Union Jal Shakti Minister C.R. Patil in New Delhi.

During the meeting, the Secretary informed that out of 169 surface minor irrigation (SMI) schemes being implemented in Himachal Pradesh, 149 have been successfully completed, while work on 20 schemes is currently in progress. He reiterated the department’s commitment to completing all projects in a time-bound manner.

He also highlighted key challenges affecting project execution in the state. Around 66% of Himachal Pradesh falls under forest area, leading to delays in obtaining clearances under the Forest Rights Act and Forest Conservation Act. Additionally, natural disasters in 2023 and 2025 significantly damaged project sites, requiring redesigning and land acquisition processes. During these events, six completed schemes and six under-construction schemes were severely affected, further extending project timelines.

The Union Minister appreciated the positive impact of irrigation schemes, noting that they have improved socio-economic conditions and created sustainable livelihood opportunities for rural youth, thereby reducing migration from villages. The schemes have also encouraged cash crop cultivation, income generation, and reduced social vulnerabilities.

During the discussion, a proposal was also placed to revise cost norms for irrigation projects in difficult and remote terrains, increasing construction costs from ₹4 lakh per hectare to ₹6 lakh per hectare to ensure long-term sustainability. Additionally, approval was sought for ₹60.41 crore central assistance under SMI-111, SMI-14, and SMI-4 schemes, along with new proposals worth ₹273.78 crore under MIS.

The Secretary further requested an extension of project completion timelines in view of environmental challenges and disaster-related disruptions in the state. The Union Minister assured that the demands of the state would be considered sympathetically.

Senior officials from the department were also present during the meeting.
