Shimla Students Visit Assembly During Budget Session

Shimla: Students from Chapslee School, Lakkar Bazaar, and Sambhota Tibetan Senior Secondary School in Shimla visited the Himachal Pradesh Legislative Assembly on Tuesday to witness the proceedings of the second phase of the ongoing Budget Session.

During the visit, students met Assembly Speaker Kuldeep Singh Pathania outside the Council Chamber and interacted with him to understand the functioning, structure, and significance of the state legislature and the role of the Speaker.

Addressing the students, Speaker Pathania explained that the Legislative Assembly is the primary law-making body of the state, formed by elected Members of the Legislative Assembly (MLAs) representing different constituencies. He informed them that the political party with the majority of MLAs forms the government, and its leader becomes the Chief Minister.

He further elaborated that MLAs play an important role in raising public issues, questioning the government, and ensuring accountability on behalf of citizens.

Explaining the budget process, Pathania said the government presents an annual financial statement outlining its plans and expenditures, which is debated and passed by the Assembly. He also highlighted that the Speaker regulates proceedings in the House, while the Opposition monitors government functioning and raises public concerns.

He added that laws are passed through voting in the Assembly, and proposals receiving majority support become legislation.

Speaker Pathania invited the students to observe the House proceedings from inside the Assembly and wished them success in their future endeavors.

The visit was also attended by Deputy Secretary Keval Singh Pathania, MLA Vivek Sharma, and Malendra Rajan, who interacted with students during the educational tour.
