Punjab Police Updates Youth Investigation Guidelines

Chandigarh: Punjab Police has introduced major reforms in its investigation procedures, offering significant relief to young citizens. Following strict comments from the Punjab and Haryana High Court, the police issued new directives emphasizing that coercive actions against youths with clean records must only be based on strong and impartial evidence.

The move comes after the High Court expressed serious concern over police targeting youths in serious cases solely on the basis of secret tips. In response, a circular issued on April 3 established 17 new rules aimed at making investigations more transparent, fair, and sensitive.

Key provisions include:

  • Identities of youths, particularly those aged 18 to 20, will not be publicly disclosed in the media.
  • Information about their schools, colleges, or workplaces will not be shared unnecessarily, preventing disruption to studies or careers.
  • Seizure of personal devices like mobile phones or laptops will be limited to obtaining essential data and returned promptly to minimize disruption.
  • Attendance timings at police stations will be scheduled so as not to affect classes, exams, or employment obligations.
  • Youths cooperating in investigations with documented evidence can avoid extended custodial interrogation.

Police have also clarified that no individual will be held guilty solely based on a co-accused’s statement. Verification through technical evidence, including mobile data, location records, and other digital proof, is mandatory before taking any action.

These directives are seen as a landmark step toward protecting youth rights and ensuring fair, evidence-based investigations in Punjab.
