The Shimla district police have implemented extensive security arrangements ahead of the Himachal Pradesh Legislative Assembly Budget Session beginning March 18, 2026. A comprehensive multi-layer security system has been established to ensure law and order, safety, and smooth functioning of the assembly proceedings.
The security framework has been prepared through coordinated efforts between the district administration, intelligence agencies, and assembly officials. The entire security operation will be directly supervised by Deputy Inspector General of Police (Southern Range, Shimla), IPS officer Anjum Ara.
To strengthen law enforcement measures, the assembly complex and surrounding areas have been divided into four major police sectors. Each sector will be managed by gazetted police officers responsible for monitoring deployed personnel within their assigned zones. Senior officials, including the Deputy Inspector General and Senior Superintendent of Police (SSP) Shimla, have conducted special briefings for officers and security staff.
Police have already intensified surveillance from March 17, with 24-hour checkpoints set up at sensitive locations and key entry points across the city to monitor suspicious activities.
Under the deployment plan, a total of 306 police personnel — including 15 gazetted officers, 27 non-gazetted officers, 19 head constables, and 260 constables — have been stationed for the session. Additionally, 200 Home Guard personnel, along with Quick Reaction Teams (QRT) and Special Security Unit (SSU) commandos, have been strategically deployed. Overall, nearly 700 police and home guard personnel are overseeing security across Shimla and the assembly premises.
Plainclothes personnel from the police’s special branch (State Investigation Department) will also gather intelligence inputs during the session.
Special traffic management arrangements have been introduced to ensure smooth vehicle movement in the city. Traffic operations will be supervised by a gazetted officer supported by 145 traffic personnel, 27 additional police staff, 20 Home Guards, and 22 motorcycle riders.
On the technical front, CCTV cameras have been activated throughout the area, while drones, digital videography, and photography will be used for enhanced surveillance when required. The district administration has also divided the city into five administrative sectors to ensure inter-departmental coordination.
The Senior Superintendent of Police has appealed to residents and visitors to cooperate with security checks and immediately report any suspicious activity to authorities.
