According to an official statement, the PRAHAR strategy is designed to address the changing nature of terrorism and emerging security challenges. The policy emphasizes preventive action, enhanced coordination, intelligence-based operations, and a robust counter-terror response mechanism.

The Ministry stated that although the character of terror threats continues to evolve, India remains unwavering in its opposition to terrorism in all its forms and manifestations. It reiterated that the country has consistently stood by the victims of terrorism and firmly believes that there can be no justification for violence anywhere in the world.
