Cabinet Clears BHAVYA Scheme for Industrial Growth

New Delhi: In a major push to accelerate industrial growth and strengthen India’s manufacturing ecosystem, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a flagship initiative aimed at developing 100 plug-and-play industrial parks across the country with a total allocation of ₹33,660 crore.

The ambitious scheme seeks to create world-class industrial infrastructure, unlock manufacturing potential, and support India’s long-term vision of becoming a developed economy under the Viksit Bharat framework.


Building the Industrial Foundation for Viksit Bharat

The BHAVYA scheme builds upon the success of industrial smart cities developed under the National Industrial Corridor Development Programme (NICDP). It will be implemented through collaboration between the central government, state governments, and private sector partners.

The initiative is designed to promote faster industrialization by ensuring ready infrastructure and investment-friendly ecosystems across regions.


Faster Approvals and Improved Ease of Doing Business

A key focus of BHAVYA is deregulation and improving ease of doing business. The scheme introduces:

  • Streamlined approval mechanisms
  • Single-window clearance systems
  • Investor-friendly reforms led by states

With pre-approved land, ready utilities, and integrated services, industries will be able to move quickly from planning to production, significantly reducing project delays.

Industrial parks ranging between 100 and 1,000 acres will be developed under the scheme.


Infrastructure Support Under the Scheme

Financial assistance of up to ₹1 crore per acre will be provided for developing:

Core Infrastructure

  • Internal roads
  • Underground utilities
  • Drainage systems
  • Common treatment facilities
  • ICT and administrative systems

Value-Added Infrastructure

  • Ready-built factory sheds
  • Built-to-suit manufacturing units
  • Testing laboratories
  • Warehousing facilities

Social Infrastructure

  • Worker housing
  • Support amenities

Additionally, up to 25% support will be extended for external infrastructure to ensure seamless connectivity.

Project selection will follow a challenge-mode process, ensuring only investment-ready and reform-oriented proposals are approved.


Future-Ready and Sustainable Industrial Ecosystems

The upcoming industrial parks will be aligned with the PM GatiShakti framework, enabling efficient multimodal connectivity and last-mile logistics access.

Key sustainability features include:

  • Green energy integration
  • Efficient resource utilization
  • Underground utility corridors creating a “no-dig” environment
  • Reliable and uninterrupted industrial operations

These parks are expected to set new benchmarks in modern industrial infrastructure.


Boost to Jobs, Investment and Regional Growth

The BHAVYA scheme is expected to generate large-scale employment opportunities across manufacturing, logistics, and services sectors while attracting significant domestic and global investment.

The initiative will cover all States and Union Territories, promoting balanced regional industrialization and strengthening domestic supply chains through cluster-based development.

  • Logistics and service sector enterprises

Role of NICDC

The National Industrial Corridor Development Corporation (NICDC), operating under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, will spearhead implementation.

NICDC is currently executing 20 industrial projects across 13 states, focusing on greenfield smart cities and plug-and-play industrial ecosystems that allow industries to begin operations without delays linked to land acquisition or infrastructure setup.

The approval of BHAVYA marks a significant milestone in India’s journey toward Atmanirbhar Bharat, aiming to enhance manufacturing competitiveness, boost exports, create employment, and build a resilient and globally competitive economy.
