Outcome Budgeting Workshop Held in Shimla

A one-day capacity-building budgeting workshop on “Strengthening the Capacity of Nodal Officers: Transforming Policy into Performance through Outcome Budgeting” was organized in Shimla to enhance departmental planning systems and promote evidence-based governance.

According to a state government spokesperson, the workshop was conducted as part of the capacity-building series “Niti Se Parineeti 2.0”, aimed at converting policy decisions into measurable outcomes. The program was organized under the State Support Mission of NITI Aayog in collaboration with the State Transformation Cell, with technical support from GIZ India.

Dr. Basu Sood, Advisor to the Planning Department, emphasized that outcome budgeting goes beyond financial formats and represents a shift towards evidence-based governance, strategic planning, and meaningful impact. He stressed the need to align departmental priorities with measurable outcomes that ensure tangible improvements in citizens’ quality of life.

The workshop featured sessions led by distinguished experts covering key aspects of result-oriented planning. Officials were introduced to national and international best practices in outcome budgeting, the concept of ‘Theory of Change,’ and techniques for developing SMART indicators to measure progress effectively.

A special session on “NITI Aayog for States” elaborated on the role of the State Support Mission in strengthening institutional capacities at the state level, promoting evidence-based policymaking, and aligning departmental outcomes with broader state development priorities.

Discussions also focused on data-driven planning and budgeting, highlighting the importance of data quality, data flow mechanisms, and monitoring frameworks to reinforce evidence-based decision-making. A practical session on the Sustainable Development Goals (SDGs) guided participants on how departmental schemes contribute to the state’s global development commitments.

An overview of the state budget process was presented, offering officials a comprehensive understanding of the structure of the state budget and its linkages with outcomes, targets, and performance measurement systems.

The workshop concluded with the message that outcome budgeting is not merely a financial exercise but a transition from “how much is spent” to “what impact is achieved.” Departments were encouraged to integrate these principles into planning and monitoring processes to transform public expenditure into development investment while strengthening transparency, accountability, and public trust.
